The Empire’s a bit more complex than just being “the bad guys” because while the Sith have institutionalized tyranny, it’s still composed of individuals with their own thoughts, personalities, perspectives, etc. on the galaxy. You may be thinking of the “bad guys” we see in the movies.

Exactly. Bioware did a very good job of showing that Empire vs Republic is not Evil vs Good. There are several NPC’s that show you that not all Imperial citizens are evil (Lt. Bad-Ass Rutau or Cpt. Golah), and that not all Republic citizens are good (Ardun Kothe or Senior Agent Zane).

Also, if you think that all trilogy-era Imperials are bad, ur doin it rong.  …Okay that’s not quite fair, given how one-sided the movies/most of the games tend to be, but the Galactic Empire is even less of a group of homogeneously bad guys than the Sith Empire.
THAT SAID
Accent lore in this game drives me crazy.  If the Republic tends to have an American accent, how is it in the course of twenty-ish years after a power shift does everyone who remained loyal to the government have one accent, and anyone who thinks that they suck have another?  The Galactic Empire is the Republic, just a couple decades after a Sith took over.  That’s not enough time passing to influence speech patterns.  In the past I always interpreted it that the British accent is from Coruscant, and as the seat of power high-ranking Imperials learned to speak with the “proper” accent as befitting the government’s leadership, but then SWTOR came along and stomped over all my theories like an elephant.
And then there’s the occasional Scottish accent (what region are they from?  what system?  I NEED TO KNOW), and gems like  Republic sympathizers on Alderaan having American accents while Imperial sympathizers have British accents.

Well I don’t know what to make of Alderaan, but I think the shift from the Old Republic to the Galactic Empire could go like that:
In the war we see in SWTOR? No one wins. The end result will be a merge of both cultures. Both sides will exhaust themselves in the war, loose their neutral allies and bits and pieces of territory until the map of the galaxy is no longer divided into Rep and Emp space. And at some point the Republic will get rebuild, but the cultural influences and migration of people, accents and what not will do the job and give us a “British” accented Coruscant at the end of those 3k years.
And well, 3k years is time enough to destroy a civilization and rebuild it from scratch, so really it could be just a coincidence :D Not that civilizations/tech/time works as it should in SW universe >.>
